INTRODUCTIONS
Our first meeting of session 2004/2005 was opened at 7.30 p.m. by our Chair, BK. Welcome was extended to all attendees. Apart from council members, it was noted that there were 10 attendees at this meeting.

3. APPROVAL OF MINUTES OF PREVIOUS MEETING
Due to a problem with the minute secretary’s computer, only a few copies of the last meeting minutes were available. These were passed around the meeting attendees.
At the end of the meeting, the minutes were accepted as being an accurate account, nominated by Mr Barney Kinsler, seconded by Ms Ailsa Clunie.

4. COMMUNITY POLICE REPORT
Constable Shad Scott was in attendance to give the Police Report. There had been problem reported at Tesco with fighting, late on Friday night past. Drinking seems to be the catalyst. It has been noted that children from other areas such as Croy, Carrickstone and Balloch meet there, and problems can arise. Shad is looking at an action plan to alleviate the problem, and has spoken to his boss to try to get some plain-clothes staff to the area, specifically on Fridays. There has also been a problem in the Craigmarloch Lodge with young people drinking. Shad has spoken to proprietors, and advises that the Licensing Committee are also aware of this and previous problems in the pub. It was also reported that 2 people were in custody, in relation to car crimes, and that prowlers in the area had been caught by vigilant neighbours. With regard to people going on holiday and leaving empty houses for the period, it was suggested that the police could be notified of the fact via the completion of an “Empty Houses” form, available at the police station. 5. MATTERS ARISING FROM PREVIOUS MINUTES
AP9/2 Path at Craigmarloch Lodge – A letter has been received indicating that it may be included in refurbishment plans. It will be between Craigmarloch Lodge’s representative, Mitchell and Butler, and landowners NLC to decide. Update – After lost letters and other problems, there has been further correspondence with both parties.– ongoing AC. AP4/5 Community Centre – letter written to NLC, still waiting response. - ongoing AC. AP2/7 McBride Property / NLC – Letters written requesting details of common land and insurance liability. Still no replies. AC will take up the matter with Councillor McCulloch re Glen Clova, and also write to Persimmons regarding Glen Douglas - ongoing Councillor McCulloch. AP2/1 Pond Pump – This pump apparently was never installed. AC has written to SEPA, and an inspection will be carried out. - ongoing AC. AP5/7 Footpath lighting and shrubbery at Tesco vicinity – problem has risen again – ongoing AC. AP2/8 Landscaping opposite school. – BK to find out what is to happen to this area. – ongoing BK. AP1/9 Current Issues Update – AC to produce A4 on where we are with these - ongoing AC. AP2/9 Speed Limit at School vicinity – AC has written again to the Roads Dept, and also to Cumbernauld News on this issue, which is even more important now as a result of the continuing Zoom Development. - ongoing AC.

7. SECRETARY’S REPORT
AC presented the Secretary’s Report.
· Town Park – Carrickstone CC have indicated that they wish to play a more active part in any development of this area. · The Community Council Forum asked us to attend a meeting on NLC Community Engagement Strategy, but there is only a few days notice, and no one is available to attend. · Kelvin Valley Action Plan – A rep asked if they could attend our next meeting. It was agreed to keep in mind for the future. · Meeting Minutes – NLC minutes for all sub committees, and Association of Community Council minutes were available, for anyone to see. · Smoking in public places – Cathy Craigie wants to hear our views. · Dog fouling – Hacking & Patersons have written to all owners, they represent, regarding this. · Correspondence from Councillor Murray – various copies of letters were available, on matters such as A80 upgrade, school education, nurseries, etc. · Correspondence other – Various papers are available to those who wish to see, such as latest Health Newsletter. North Lanarkshire News, Water Services info. · Community Council elections – We are awaiting detailed arrangements for this, from NLC.

8. COMMUNITY COUNCIL MEMBERS FEEDBACK
· Webmaster Report - SC had nothing to report this time round. · Crime Prevention Panel - JB gave feedback from the last meeting on 6th Sept. A discussion had taken place with regard to involving young people with the places where they lived, with the objective of them fostering a pride in their local community. Special concern was expressed about the Village and also Condorrat. Police have approached local schools, and some have expressed interest. This initiative will be included in a “citizenship package” where children will be encouraged and involved in various local projects. Yellow lines at St Mungo’s road – still no action due to various problems with the kind of paint. Plans will now be included in the next phase of consultation in the Autumn. Crime Report - Car theft due to theft of owners keys is still going on, and the police are working hard to prevent this. Report from J. Stuart on the “battle at Tesco” indicated that the security at the store was very poor, and that Craigmarloch has in general less of a crime rating, than other areas. · Youth Involvement - LC advised that with regards to the incidents at Tesco etc, she had some spies in the camp, to try to find out. She was also continuing her work to get a group of teenagers together, to find out what can be done for the youth in the community. She has also been writing up news items for the Cumbernauld News. · Town Park - BK gave some feedback analysis with regard to the recent survey that he had organised 25% of responses wanted the park kept wild. 88% wanted better access to the area. 82% wanted shops / franchises. 64% wanted a sports complex. 88% would like “Friends of the Park” to manage the area. In summation a lot of work still needs to be done, and a “Trust” needs to be formed to move things further. · A80 - MO reported that JAG would not be giving up on the campaign. The Scottish Executive appear to be happy that all the local roads will be congested with heavy traffic, whilst the A80 is upgraded. A national conference is being organised soon.

9. MATTERS FOR PUBLIC DISCUSSION
· X3 Bus – AC advised that the X3 would come back on before March next year, but that the speed bumps will have to go. NLC Roads Dept will arrange this. · Community Council Elections – The latest is that the election will take place on the 7th October, but nothing has been put in place as yet by NLC. · Village Green “No ball games” sign – There was much discussion and diverse views from the neighbours represented at the meeting. AC agreed to write to NLC regarding the use and upgrading of the football park in Glen Moriston. · 02 Mast – This is planned to be sited in the vicinity of Glen Moriston / Glen Sannox Drive. AC suggested setting up a small working party, also with the assistance of Barry McCulloch, to make all residents in the area aware of what was planned, and give them the timescales for raising objections. · Auchinbee Nursery expansion – NLC Planning Committee met yesterday, and turned down the application. Auchinbee intend to appeal.

10. COUNCILLOR MURRAY
Councillor Murray provided copies of a letter regarding his complaint against further use of the Carrickstone Water Tower for mobile phone equipments and aerials. He also indicated that there would be a public meeting at the Link Community Centre on 4th October, to consider the public interest and concern over the ever-increasing proliferation of masts.

Factors Bills - 1 resident complained regarding bills from Hacking & Patersons for lighting work which was not done. MO agreed to take the matter up with the Factors concerned.

Fun Day - 2 attendees complained about the Fun Day. 1 in particular complained that the noise etc completely spoiled her day with her visitors, and more should have been done to advise immediate neighbours of the event location. AC explained that much had been done in the way of publicity for some months prior to the day, through 2 different Newletters to every home, Cumbernauld News, local posters, website, etc, and some personal visits to local residents at Auchinbee.

12. DATE OF NEXT MEETING
The date for the next meeting is as follows:

The interim meeting for Council members will be on 7th October at the school.
