1/ Welcome and Introductions.

BK welcomed everyone to meeting and explained that the agenda had been set by NLC as it was the first meeting of the newly elected council (elections were held in November).However due to timescales, several items had to be added. These were 1. Christmas Event.2. Update on phone mast 3. X3 bus and road bumps and 4. Nursery Debate. Before Starting on NLC agenda, Community Police were asked to give an update.

2/ Community Police

Constable Scott introduced new Community Policeman, Constable Donny Miller. Donny will be joining us on Saturday to help with Christmas Event. It is hoped they will manage to have a Police Car and Crime prevention leaflets will be handed out.

3/ Elected Positions

BK stood down as Chairperson and Vice Chair MK asked for nominations for Chairperson B.Kinsler was nominated for Chairperson by AC and seconded by JT. There were no other nominations and BK accepted. He continued to Chair the meeting.

Vice Chairperson M.Ogden was nominated by AC and seconded by JT. No other Nominations. MK accepted.

Treasurer/J Thomson was nominated by MO and seconded by AC. No other nominations. JT accepted.

Secretary/A Clunie was nominated by JT and seconded by BK. No other nominations. AC accepted.

7/Secretarys Report

It was noted that there was no official minutes taken at last meeting in October only notes This was due to it being an unofficial meeting as members were required to stand down for election. From these , the only action points were AC to write to Zoom regarding the reopening of the path and the Newsletter required to be ready for the week begining 13th December for Xmas event NO reply to letter to Zoom. Newsletter was not delivered until evening of 15th but most of these had been given out today.

 

Correspondence received

1/ Letter by Eleanor Rattray thanking us for nomination to be co opted member but she declined. She wished us continued success in the future

2/Pre Application letter from Consultants Mono about Vodafone upgrade to phone mast in Condorrat.

8/ Feedback From Community Councillors

1/ JAG= MO stated that on Saturday there would be petition to support a public enquiry outside Tesco.Objections to phase 2 and 3 have to be in by 21st of January 2005 MO gave out details on how and why you should do this. AC will write letter from CCC

2/Web. Master =SC gave updated information of web site. There is an opportunity to write to Santa and hear Christmas songs and complete Christmas quizzes

3/ Crime Prevention Panel = Jo gave latest info from last meeting. Interestingly one of the latest statistics show that 98 people were caught drinking outside in Cumbernauld and 68 of these were males under 16

9/ AOCB

1/ Nursery A debate ensued regarding the pros and cons of the planning application for the nursery. ( This has been refused but the Nursery are appealing it)The following is a summary of from the floor

A/ Concerns over Traffic increase

B/ Lack of privacy for near by houses

C/ Staff smoking in Car park

D/ Lack of Nursery provision in Cumbernauld

E/ Lack of suitable hours in available nurseries

F/ Community Council showing favouritism towards nursery by using it as a venue The Community Council agreed that despite their best efforts, enough notice had not been given for a vote on whether to support nursery appeal or not. Therefore the vote was abandoned.It will not be rescheduled due to the timescale. The Community Council also stated that there had never been any favouritism shown towards the Nursery and its plans at any time.It was, however pleased to be allowed to use it as a venue on a trial basis in an attempt to increase the number of residents attending as well as a lack of other facilities. This discussion continued after meeting with members of the Management team and residents

2/ Christmas Event Saturday 16th of December 2004 All volunteers were asked to be at AC`s house at 11am. Scaffolding and timber were being delivered at 10.30am. Everyone back at 3.45pm for Kick off at 4pm.Refeshments afterwards at AC`s house. Everyone invited

3/ O2 Phone Mast AC met with representatives from O2 , Councillor B McCulloch and H Gebbie from Planning Dep. It appears that Planning are agreeing to accept proposed application for the sitting of a mast at the bus stop in Glen Fyne road ( near Glen Morriston ) Councillor McCulloch and AC debated this issue and pointed out more suitable sites.O2 rejected most of these proposals but agreed to re examine the suitability of the site on the waste ground between Lodge and footpath going down to Tesco.

4/ X3 buses Speed bumps now completed. Councillor McCulloch will follow up with First Buses to recommence service to Glen Fyne Road
