ACTION POINTS

1.       INTRODUCTIONS

 

Our tenth meeting of session 2003/2004 was opened at 7.30 p.m. by our Chair, BK. 

Welcome was extended to all attendees. Apart from council members, it was noted that there were only 4 attendees at this meeting.

 

 

2. APOLOGIES

 

Apologies were received from Alex Machray, Chris Kay, and Mike Ogden, who were unable to attend.

 

 

3. APPROVAL OF MINUTES OF PREVIOUS MEETING

 

Copies of the minutes of the last meeting, were available to all meeting attendees, who were given time to read and digest.

The minutes were accepted as being an accurate account of the meeting, nominated by Ms Ailsa Clunie, seconded by Ms Marion Young.

 

 

4. COMMUNITY POLICE REPORT

 

Constable Willie Samson was in attendance to give the Police Report.

The crime rate continued to be very low. Some instances of green and blue wheelie bin theft had been recorded. Nothing much else had to be fed back other than the fact that there was a meeting organised by NLC on 22nd June to discuss the proposal to create a  teenage meeting point / youth shelter, in an open space area near the water tower at Darley Rd, similar to the one that has been successfully implemented at Abronhill. The meeting was being restricted to the Community Councils, and Link Housing Residents Association at this point, rather than open it up to a full public meeting.

 

 

 

 

 

5. MATTERS ARISING FROM PREVIOUS MINUTES

 

AP9/2 Path at Craigmarloch Lodge – A letter has been received indicating that it may be included in refurbishment plans. It will be between Craigmarloch Lodge’s representative, Mitchell and Butler, and landowners NLC to decide. Update – After lost letters and other problems, there has been further correspondence with both parties.– ongoing AC.

AP4/5 Community Centre – letter written to NLC, still waiting response. - ongoing AC.

AP2/7 McBride Property / NLC – Letters written requesting details of common land and insurance liability. Still no replies. AC will take up the matter with Councillor McCulloch re Glen Clova, and also write to Persimmons regarding Glen Douglas - ongoing Councillor McCulloch.

AP2/8 Broadband – Present position is that Broadband is not available in Craigmarloch, Mr Derek Corner of Cornerstone Network Services and Ronnie & Donna Wallace, will liaise with Chris Kay with regard to forming an Action Group to explore the feasibility and costs of a wireless broadband solution. – see Community Councillors feedback, where updates will be provided from now on  - discharged.

AP2/1 Pond Pump – This pump apparently was never installed. AC has written to SEPA, and an inspection will be carried out. - ongoing AC.

AP5/7 Footpath lighting and shrubbery at Tesco vicinity –  problem has risen again – ongoing AC.

AP1/8 Association of Community Councils AGM. – JT to attend on 12th June . Unable to attend - discharged.

AP2/8 Landscaping opposite school. – BK to find out what is to happen to this area. – ongoing BK.

AP1/9 Current Issues Update – AC to produce A4 on where we are with these  - ongoing AC.

AP2/9 Speed Limit at School vicinity – AC has written again to the Roads Dept, and also to Cumbernauld News on this issue, which is even more important now as a result of the continuing Zoom Development. - ongoing AC.

AP3/9 Education “Root and Branch” Report – now available, see Secretary’s Report - discharged.

7. SECRETARY’S REPORT

 

AC presented the Secretary’s Report.

·         Alex Machray – We have received a letter of resignation from the Community Council from Alex. He has moved house back to his home town, Kilsyth. He has also had to resign from the Association of Community Councils, and the Community Council Forum. Alex has put in a tremendous amount of work for the Council since its inception and also in representing Craigmarloch’s interests in the wider scene. He will be sadly missed and a loss to our community. We wish him every success in the future.

·         Pond Clean Up – This went ahead successfully – thanks to everyone who took part. The fence at the pond had been painted by NLC. We are still waiting for SEPA to get back to us with regard to the pump. The social night was also successful, with about £50 raised for our funds.

·         Newsletter – This will be delivered by the end of July, in time for the Fun Day.

·         Website Questionnaire – Results from this will be discussed at the Interim meeting.

·         Education Report – The “root and branch” report was now available. School placing requests were now approved for siblings. Murdo McIver of NLC stated that there will be enough placements available at the school for future needs.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

8. COMMUNITY COUNCIL MEMBERS FEEDBACK

 

·         Webmaster Report - SC advised that our entry to the Calor Scottish Community of the Year 2004 (Internet Award) had been submitted. This included a 500-word statement explaining how information technology, the internet, websites and email have impacted upon the life of the community. The web site has reappeared in the google search engine, it has achieved 2nd place ranking on a search for “craigmarloch”. Other companies that use Google such as AOL can also find the site. However the old address is still listed. We have to wait for the Google spider to revisit this dead address. SC has contacted NLC and asked them to put a link to our site from their Community Council Secretaries page. On Tuesday we received a reply informing us that they will add a link in the next few weeks.

·         Crime Prevention Panel – JB gave feedback from the last meeting on 7th June.  The new chairman is Ian Pollock of Condorrat Community Council – previous chairman John Stuart did not stand for re-election. Matters arising from minutes included a discussion about yellow lines in St Mungo’s and South Muirhead Rd. Panel was assured that any problems would be dealt with, and charges could be made if necessary. A meeting had been proposed between CPP and Jack McConnell concerning the Anti-Social Behaviour Act, but the Scottish Executive had suggested that the Justice Minister should be approached. The new Chief Inspector (Dougal?) was introduced, who indicated his support and encouragement for CPP’s. He said that he would like to visit all Community Councils, but time would not allow this. He will however attend meetings of the Association of Community Councils. In the Crime Report, it was indicated that information from the public had resulted in 3 crimes being solved – one involving drugs, one involving bogus workmen, and one assault. There were plans for Youth Crime Prevention promotion Youth Action Groups and involving schools. There were also plans to give crime prevention packs to all new home owners, possibly sponsored by building firms. Next meeting was on Sept 6th. 

·         Broadband – SC advised that a flyer was to be posted to all doors, in relation to the 4 options available.

·         Youth Involvement – LC advised that she would be preparing a mail shot for residents in the Glen Douglas area with regard to the complaint about kids playing football and causing damage to trees / plants. She was also continuing her initiative to canvass young people as to their “wish list” for the Town Park.

·         Town Park – BK was now in receipt of architect plans and aerial views of the area. He had completed his presentation to The Association of Community Councils, and detected a bit of sceptism from some of those present. The bridges that were proposed across the A80, had been previously planned for by CDC, but had since been neglected by NLC. He intended writing to Palacerigg (Community Services Conservation), regarding getting the BBQ site area cleaned up.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

9. COUNCILLOR MURRAY

 

Councillor Murray provided copies of ongoing correspondence between himself and North Lanarkshire Council on the powers and usefulness of Area Committees and Community Forums. NLC would appear to be stating that area committees have little or no power to make representations directly to The Scottish Executive or to NHS Lanarkshire with respect to issues such as the NHS out of hours proposals.

He also reminded the Council about the forthcoming meeting regarding the proposed Youth Shelter in Carrickstone

 

 

 

 

10. FUNDRAISING

 

The Fund Raising Committee had met again. It was proposed that the Fun Day on 7th August, started at 12.00 p.m at Auchinbee Nursery, and run to about 4 – 5.00 p.m. The Treasure Hunt will commence at 1.00 p.m. NLC will provide a stage for the band, etc and will erect it. There will be a band, dancing, face painting, fortune-telling, bouncy castle, barbeque, and stalls with home baking and refreshments. Volunteers will be sought to help prepare the event from about 9.00 a.m. onwards on the day. The next committee meeting will be at 7.30 p.m. on 11th July @ Machine Nursery.
