ACTION POINTS

  1. INTRODUCTIONS

Our first meeting of session 2003/2004 was opened at 7.30 p.m. by our Chair, BK.

Welcome was extended to all attendees. Apart from the committee, it was noted that there were 18 attendees at this meeting.

 

2. APOLOGIES

There were no formal apologies, but it was noted that both Councillors were attending an other meeting

Neither of the beat policemen was available, due to work commitments.

There is an open invitation for the police to attend our meetings. We will hopefully meet the new sergeant soon.

 

3. APPROVAL OF MINUTES OF PREVIOUS MEETING

Copies of the minutes of the last meeting, were available to all meeting attendees, who were given time to read and digest same.

The minutes were accepted as being an accurate account of the meeting, nominated by Ms Jo Brown, seconded by Mr Mike Ogden.

 

4. TREASURER’S REPORT

JT presented the Treasurers Report as detailed below.

5. COMMUNITY POLICE

There were no representatives from the Police available to attend the meeting.

 

6. MATTERS ARISING FROM PREVIOUS MINUTES

AP6/2 Letters to NLC re unfinished roads – 2 letters have now been written requesting details of the roads that have been adopted, with no formal replies to date. All roads are up for adoption, with contractors attending to outstanding issues raised by NLC. As all roads are adopted after 1 year, and there did not appear to be any problem roads currently, it was agreed to discharge this AP. – discharged.

AP9/2 Path at Craigmarloch Lodge – A letter has been received indicating that it will be included in refurbishment plans. It will be between Craigmarloch Lodge’s representative, Mitchell and Butler, and landowners NLC to decide. – ongoing AC.

AP6/3 Bus Shelters – 4 bus shelters have now been erected. As regards Glen Fyne Rd, we may have to establish the opinion of the residents. An article will be included in the next Newsletter. – discharged.

New action point for Newsletter and Glen Fyne bus shelters

AP7/3 Litterbins – Litterbins are now starting to be erected, although probably not as much as doggie bins – discharged.

AP8/3 Footpath lighting and shrubbery at Tesco vicinity – Shrubbery has now been scythed back and lights sorted. – discharged.

AP1/5 Grant Applications – JT looking at to see if any appropriate. This will be a long term action point, which will need the involvement of the other Community Councils, the identification of a specific project / projects, and the creation of a Business Plan / Case to support same. As such it was decided to discharge same in favour of progress being tracked through the Community Council Members Feedback section. – discharged.

AP4/5 Community Centre – letter written to NLC, still waiting response. - ongoing AC.

AP5/6 Croy Quarry Proposal – It was felt by the Council members that as we had only been constituted as a Community Council since the latter part of last year, with regard to this matter we had probably "missed the boat" – discharged.

AP2/7 McBride Property / NLC – Letters written requesting details of common land and insurance liability. Still no replies. AC will take up the matter with Councillor McCulloch re Glen Clova, and also write to Persimmons regarding Glen Douglas - ongoing AC.

AP4/7 Telephone Mast. – This has now been recovered. – discharged.

AP5/7 Glen Moriston Path. – Fence being fixed. – discharged.

AP2/8 Broadband – AC trying to establish number of people interested / on any waiting list. It was felt that interested parties could register their names on the Website- ongoing AC.

AP4/8 Special Education Meeting – Meeting took place on 20 June, but was not attended by the required Education authority people. A further meeting took place on Monday 23rd June, which was attended by Murdo McIver, Charles Gray, Cathy Craigie, and others. It was accepted that the present schooling arrangements were "a mess". A root and branch investigation was promised, and a formal report back promised by the Education authority this Autumn. Action point to arrange meeting discharged, but watch this space for further news. – discharged.

AP5/8 St Maurices’ school huts – Huts now moved to new school. – discharged.

AP1/9 Local Plan – This plan is apparently well developed, but we have not been consulted regarding same. The new "Local Plan" will now cover a larger area. AC to try to find out more details. - ongoing AC.

7. SECRETARY’S REPORT

Various items of correspondence were to hand that would be made available at the end of the meeting to interested parties. These would also be circulated to all Community Council members. Subjects covered in the Secretary’s Report included:

  • North Lanarkshire Women’s Aid – An offer has been made by this organisation to give us a presentation (about 30 mins) about themselves, and to promote Women’s issues. We agreed to consider at a later date.
  • Strategy for Town Centres & Retailing - Information received regarding this but not much said about Cumbernauld. Questionnaire to be completed.
  • NLC Performance Report 2002/2003 - Invite to meeting on 22nd October.
  • Wind Energy – Literature on Wind Farms etc.
  • Arts in Action, North Lanarkshire – Guide to various Arts activities in the area.
  • Area Community Meeting – invite received.
  • North Area Committee – Questionnaire to be completed. North Area is too large, and Cumbernauld should be regarded as 1 area.

 

 

 

 

 

 

8. COMMUNITY COUNCIL MEMBERS FEEDBACK

  • Website - SC advised that CCC Website had run out of space. He is in the process of arranging a new host with a capacity of 500M/byte (50 times larger than previous). There could be the possibility of a "Chat Room."
  • Pond - CK advised that the pump system that was installed to keep the pond filled with water was not working. AC agreed to write to NLC to find out why.
  • Community Council Forum - AM reported that although progress was slow, there were encouraging signs. There were 8 attendees at present, and hopefully Carrickstone will soon be on board.
  • JAG / A80 - MO reported that JAG was fairly active trying to get media support for the campaign. There was a meeting with all Central Scotland MSP’s on Tuesday past. After this meeting all attendant cross-party MSP’s decided to press the Transport minister to have a full and open enquiry to consider both options. The decision to opt for an in-line upgrade was based mainly on environmental grounds. With regard to the Auchenkilns roundabout upgrade, MO advised that the budget for this was separate from the A80 upgrade budget.
  • Crime Prevention Panel - JB attended the first meeting of the new session, on Monday 1st September. Attendees were advised of the structure and organisation of the local police. A police team was also focusing on house breakings and car theft. House alarms were being considered for older people who wished them, but this was subject to funds being made available. With regard to the trouble at the Pond area, the police were to visit the youth club. Events being organised by the Crime Prevention Panel included a fashion show at Westerwood, and a disco at Papa Docs. (or whatever its new name is)
  • Town Park – JT reported back on the NLC meeting run by Shiona McPhail on parks, (attended by BK). There were about 150 people in attendance and 6 parks in North Lanarkshire had been discussed. There was a detail in the North Area Plan, which kept the lower part of the Town Park as a nature area, which would put a bar on any development in that area in the meantime. Access to the area would obviously be required.

CCC were trying to get the other Community Councils involved, as any Town Park would be an amenity for all residents in Cumbernauld. The next stage would be the formation of a group or committee, and to gather information via surveys etc as to what people would want of such a facility, including residents, pensioners, children etc, prior to applying for funding for plans. Watch this space for further developments.

9. A.O.C.B.

  • Tesco main car park maintenance – Due to the poor condition of some areas, the secretary agreed to write to Tesco regarding same.
  • Neighbourhood Watch or what? – Due to vandalism and hooliganism in certain areas, the secretary would invite the police to the next meeting to give us guidance on the best scheme.
  • Christmas Event – Any suggestions to AC
