1. INTRODUCTIONS Our ninth meeting of session 2003/2004 was opened at 7.30 p.m. by our Chair, BK. Welcome was extended to all attendees. Apart from council members, it was noted that there were 16 attendees at this meeting. |

3. APPROVAL OF MINUTES OF PREVIOUS MEETING The minutes were accepted as being an accurate account of the meeting, nominated by Ms Ailsa Clunie, seconded by Mr Mike Ogden. |

4. COMMUNITY POLICE REPORT In general terms the crime rate was very low – a couple of cars had been broken into. As regards youth disorder, nothing had been reported during the past 4 weeks. Under crime prevention, Constable Samson advised that people should keep car keys hidden from any window, as there had been previous instances of house break-in to get car keys. Attendees raised 2 instances of young people playing football on grassed areas and causing damage to trees/plants/grass. Constable Samson stated that a formal complaint to the police had to be made, before any action could be instigated. |

5. MATTERS ARISING FROM PREVIOUS MINUTES AP4/5 Community Centre – letter written to NLC, still waiting response. - ongoing AC. AP2/7 McBride Property / NLC – Letters written requesting details of common land and insurance liability. Still no replies. AC will take up the matter with Councillor McCulloch re Glen Clova, and also write to Persimmons regarding Glen Douglas - ongoing Councillor McCulloch. AP2/8 Broadband – Present position is that Broadband is not available in Craigmarloch, Mr Derek Corner of Cornerstone Network Services and Ronnie & Donna Wallace, will liaise with Chris Kay with regard to forming an Action Group to explore the feasibility and costs of a wireless broadband solution. - ongoing CK. AP2/1 Pond Pump – This pump apparently was never installed. AC has written to SEPA, and an inspection will be carried out. - ongoing AC. AP2/4 Strathclyde Police bogus workmen leaflets – will be delivered along with Spring Newsletter. Deliveries now completed - discharged. AP5/7 Footpath lighting and shrubbery at Tesco vicinity – problem has risen again – ongoing AC. AP1/8 Association of Community Councils AGM. – JT to attend on 12th June AP2/8 Landscaping opposite school. – BK to find out what is to happen to this area. |

7. SECRETARY’S REPORT AC indicated that in order to prevent repeating herself with regard to what has happened in specific issues, she was going to produce an A4 paper on the issues and the “story to date” These would probably include Town Park, Schools, Factors, Broadband etc. This could also be available on the Website Other items of interest were; · Association of Community Councils AGM. This was to be held on 12th June at Stirling, and JT would attend on our behalf. · CSF (Central Scotland Forest Trust) Clan Gathering Scotland 2004. Invite received to attend this event at Cleland Primary School on Sat 5th June. · NLC Meeting Minutes – copies of all recent meeting minutes · Crime Prevention Panel Minutes.

Local Government Scotland Act 2003. – various booklets received. The planning guidelines may be of use and interest to BK, in relation to Town Park. |

8. COMMUNITY COUNCIL MEMBERS FEEDBACK · Association of Community Councils – Next meeting will be held on Thursday next week. Main agenda items will include appointment of Treasurer, letter to NLC Education Dept re lack of 2nd report on education facilities - including what is planned for our new school campus - and Barnie will give a short presentation on opportunity of new local plan to develop the Town Park area. · Cumbernauld Community Forum - Next meeting will be held on Tuesday next week. One of the main agenda items will be how we develop and use the link to NLC via the North Area Committee. Councillor Bob Chadha, Convenor of the committee will be attending. · JAG / A80 – MO advised that campaigning was continuing, with a lot of publicity presently on the damage caused to human health (including cot deaths) by the near proximity to housing of a motorway, and exhaust fumes. · Crime Prevention Panel – Nothing to report, this time round. · Area Plan – BK stated that he had received large-scale ordinance survey maps from NLC, on which the Town Park plan could be superimposed. He would be giving a presentation to the Association of Community Councils at their next meeting. · Broadband – CK advised that with regard to the radio access method of delivery, the exploration phase was just about concluded. A letter would be coming out to explain all. · Youth Involvement – LC advised that she would be the Community Council’s liaison person with teenagers and young people in the area. She was hoping to canvass young people as to their “wish list” for the Town Park. |

9. COUNCILLOR McCULLOCH
Councillor McCulloch thanked Ailsa for her assistance in keeping Cumbernauld as a satellite under the new NHS out of hour’s service. He also mentioned the fact that there was a proposed site in the village for a children’s home, which was meeting with some opposition.

10. COUNCILLOR MURRAY
Councillor Murray stated that as far as the NHS was concerned, there was still a long way to go, especially for service to residents on the north side of the A80. There could be the possibility of an extended service next to the hospital, which would provide a facility to the whole community to include such services as paediatry, chiropody, etc. All the representative bodies, associations, forums, should be working together for the common good in this respect. |

12. POND CLEAN-UP / SOCIAL NIGHT Afterwards at Ailsa’s, there will be a social night 8.00 p.m. onwards, to which all are invited. |

13. ASBESTOS The letter was form factors Turner and Watt, and was believed to pertain only to 1 Dundas built block of flats, in Glen Luss. No one else present had received this letter. |

14. NEWSLETTER It will contain information about the Fun Day, football areas, Town Park submission, and much more. |

School placement difficulties. – This issue was brought up yet again, with parents concerned that siblings would not get enrolled at the same school as their brothers / sisters. NLC are presently stating that there are no places available, but Councillor McCulloch says that siblings will get enrolled. Who is right? There is a school extension planned, and the school board have recommended 4 additional classes for Cumbernauld Primary, and 2 additional classes for St Andrews Primary, but it is unclear as to when this will be completed. The school hut has been sitting empty for 1 year and could be used to provide temporary relief. NLC as yet have failed to make available their “branch and root” investigation, as promised previously, so AC agreed to write again to them on this matter. |

16. DATE OF NEXT MEETING
It was proposed that Auchinbee be used as a location for future meetings, after the summer recess.
The date for the next meeting is as follows:
7.30 p.m., Thursday, 17th June 2004, at the new school.
The interim meeting for Council members will be on 3rd June at 8.00 p.m. |
