3. Approval of
Minutes and Matters Arising Correction of previous minutes: 403 bus runs to Town Centre not the X3 as stated. The
minutes (with correction) were accepted as being an accurate account of the
meeting, nominated by Ms Marion Young and seconded by Mike Ogden.
Matters arising from previous minutes: Bins not being emptied – AC will write again, Bollards in Glen Lochay – work has been budgeted for this financial year. AC will contact NLC to ascertain the start date. Telephone directories – AC has written to BT but has not received a reply yet. 20 mph signage – MO wrote to Cathie Cragie and her PA will take the matter forward. Mandatory 20 mph limit is quite rare and so motorists need more reminders. |

4. Community
Police Report Constable Scott is involved in other police work for the next few weeks. Constable Millar is on holiday this week. A meeting was held, with residents from Glen Sannox and local police attending, last thursday. The police were able to respond to issues raised and clarified some matters. Problems causing concern to residents include youth hanging about but not causing serious problems and a smaller number of young people who are drinking alcohol and are abusive and threatening. The local police offered to increase the police presence in Craigmarloch and, in particular, to keep an eye on the area on Friday evenings. Plain clothes officers will be patrolling the area. Residents are urged to report any incidents as all calls are logged and will be brought to the attention of community officers. A brief discussion followed covering a number of related issues: the design of the play area which is the focus of most of the problems, the maintenance of the area including trimming of shrubbery and how the area might be secured to prohibit entry in the evening and at night. |

5. Feedback from Community Councillors The following communications received were made available to the meeting: Timetable for the new 403 service (e_mail from DW), Letters from Gordon Murray covering a number of issues, Details of Cathie Craigie’s surgeries and notice that she intends to hold a regular surgery in Craigmarloch, NHS documents regarding the restructuring of services. The Health Board’s plans have been submitted to the health minister for approval. AC will write to the minister highlighting problems Cumbernauld residents will face, Town park letters. JT Treasurer’s report. BK reported that finances have been restructured into two accounts – an administration fund and a community fund. As a result of fundraising we presented a cheque for £1800 to the Craigalbert Centre. Funds In Bank 495.36 In Cash (47.79) Total 447.57 DW O2 appeal to the Scottish Executive has failed. The reporter felt that the company had not done enough work to identify the best site for the mast. SC The website is receiving roughly 300 hits and two or three posts to the forum each month. BK The Friends of the Park Group sent a letter to the Chief Executive of NLC asking for clarification of the current status of the park and what arrangements existed for funding development. The group are still awaiting a reply. The meeting discussed the issue of Section 75 agreements. These agreements provide a mechanism for funding community development by requiring a developer contribution for each house built in an area. The money is ring fenced and must be spent within the area. Gordon Murray reported that he expected the new local plan to include a requirement for new developments to make a financial contribution to community infrastructure. MO The main evidence and submissions to the enquiry finished yesterday (19th October). This coming Tuesday the reporter will make site visits and on Thursday final submissions will be heard. The final outcome is expected during March/April next year. The meeting expressed thanks to Mike and the group for the hard work and very professional case made to the enquiry. JB Crime Prevention Panel. A speaker from the Anti Social Task Force gave a presentation to the panel. The task force was set up by NLC in response to complaints about anti social behaviour. They are available to advise and assist anyone having problems with anti social behaviour. AC Planning department have asked Community Services to investigate issues we have raised about the pond. They will look at the need for a pumping system and the variation in water level through the year. At the next meeting we will be looking for volunteers to help with the Christmas event. We are planning to hold a young persons consultation meeting early next year. |

7. ACC and Community Forum Only 6 community councils were represented at the last meeting of the Association of Community Councils. The next meeting will bethe AGM on the 27th at 7.30 pm in Cumbernauld Primary. AC is now vice-chair of the Community Forum. |

8. Feedback from Local Councillors G. Murray : Councillor Murray asked that anyone able to attend should support the final submissions to the A80 enquiry. He will raise some issues in his submission which have not previously been aired including the number of trains travelling through the Kelvin Valley each day and some possibilities for development of the A80. |
