INTRODUCTIONS
Our seventh meeting of session 2003/2004 was opened at 7.30 p.m. by our Chair, BK. Welcome was extended to all attendees. Apart from Council members, it was noted that there were 13 attendees at this meeting.

2. APOLOGIES
Apologies were received from Mike Ogden, who was on holiday, and from Ailsa Clunie and Jean Thomson, who were both unwell.

3. APPROVAL OF MINUTES OF PREVIOUS MEETING
Copies of the minutes of the last meeting, were available to all meeting attendees, who were given time to read and digest.
The minutes were accepted as being an accurate account of the meeting, nominated by Ms Jo Brown, seconded by Ms Nicola Brodie.

4. MATTERS ARISING FROM PREVIOUS MINUTES
AP9/2 Path at Craigmarloch Lodge – A letter has been received indicating that it may be included in refurbishment plans. It will be between Craigmarloch Lodge’s representative, Mitchell and Butler, and landowners NLC to decide. Update - AC advised that NLC had lost our letter and that she would send another. The Mitchell and Butler contact had left the company and she would copy the correspondence to them also– ongoing AC. AP4/5 Community Centre – letter written to NLC, still waiting response. - ongoing AC. AP2/7 McBride Property / NLC – Letters written requesting details of common land and insurance liability. Still no replies. AC will take up the matter with Councillor McCulloch re Glen Clova, and also write to Persimmons regarding Glen Douglas - ongoing Councillor McCulloch. AP2/8 Broadband – Present position is that Broadband is not available in Craigmarloch, This has been explained in both the winter Newsletter, and on our web site. We still continue to register interest- ongoing SC/AC. AP1/9 Local Plan – See agenda item later in minutes – discharged. AP2/1 Pond Pump – This was installed to keep the pond filled with water, but is not working. AC had written to NLC, but no response as yet. E-mailed again - ongoing AC. AP2/4 Strathclyde Police bogus workmen leaflets – will be delivered along with Spring Newsletter. - ongoing AC. AP1/6 Local Plan – Stuart McIsaac of NLC to be invited to meeting to discuss further. Meeting attended by Stuart’s boss David Jones – discharged. AP2/6 Fundraising working party – now set up – discharged. |

5. COMMUNITY POLICE REPORT There was no Police Report or presence at this meeting. |

6. TREASURER’S REPORT There was no Treasurers Report this month. The Treasurer was absent due to illness. |

7. SECRETARY’S REPORT
In the secretary’s absence, BK presented this report.
· Quadrennial Elections to Community Councils – Although Craigmarloch Community Council was still under 2 years old, there would be election in October this year for all Community Councils. · Missing Minutes – NLC had intimated that they had not received (lost) last June’s meeting minutes. IB agreed to resend. · NLC Bio Diversity Forum – Invitation to all CC’s to attend, 31st March in Bellshill. · Corporate Plan for North Lanarkshire – Meeting on Friday 2nd April at Town Hall. AC/ AM to attend. · Miscellaneous information - Various copies of letters from Gordon Murray, NHS proposals, and Scottish Water literature, would be made available to anyone who wished to see, at the end of the meeting |

8.
FEEDBACK FROM LOCAL PLAN MEETING WITH NLC
BK gave feedback on the meeting held with Mr David Jones ( Stuart McIsaac’s boss), on 4th March. The Local Plan now differed in format in as much as it incorporated the whole of North Lanarkshire, with our immediate area forming an important part. Our main focus was on the present lack of facilities in the community, and the potential benefits of developing the area known as the Town Park. We had about 2 weeks to complete an application with regard to our wishes for the immediate area, which would be considered by NLC along side other applications. Suffice to say that the whole process was a lengthy one, and would take a number of years to complete. BK went through the application form with the meeting and handed some copies out for anyone who wished to complete as individuals, or have input to that which he would complete on behalf of the Community Council, in the time available. BK outlined a suggested plan for the development of the area at the rear of the school area with road access for a range of facilities including a Community Centre, shops, libraries, restaurants, health centre, etc. Access to the Town Park from this road, and the park development, could also be included. There was no point in not being ambitious in our input, for if you don’t ask you don’t get. He also explained that we might have to sacrifice some development of the area to more housing, for “planning gain” in the bigger scheme of things. He would complete the form and submit to NLC. |

FEEDBACK FROM ASSOC. MEETING WITH HEALTH BOARD
AM gave feedback on the meeting held with the Health Board Directors, which was attended by 10 out of the 11 Cumbernauld Community Councils. Primary Care, out of hours and Acute Care out of hours, were the contentious areas. The present Primary Care, out of hours service is provided by local GP’s which will cease from Autumn this year. Out of hours care would then be provided via NHS 24, a national 24-hour telephone answering service, which would access a range of advisors and/or services depending on the nature of the call. There would be mobile G.P’s to cover home visits, but these would be few. Monklands Hospital, presently provides Acute Care, or 999 service, during normal day hours. It is proposed that sometime in the next 18months, Monklands would cease to provide a theatre service after hours, and that patients requiring immediate surgery, would be required to be transferred to Wishaw or Hairmyres, in the event that they could not be stabilised at Monklands until daytime. The only way that the proposals will change, would be if the present doctors decline to support them. The Associations response is to aim for the status quo, or satellite working to maintain a service after hours. The fact that Cumbernauld is the biggest town in North Lanarkshire, deserves special consideration. Watch this space for further news

10. A.O.C.B. · Auchinbee Nursery – 2 ladies present Mrs Laura Grieve, and Mrs Nicola Brodie, raised the issue of lack of future funded places at the nursery, which their children presently attended, meaning that they would have to move their kids to another nursery. The matter had already been referred to Barry McCulloch but as yet had no response. BK would ask AC to write to NLC · Footpath lighting and shrubbery at Tesco vicinity – although sorted previously, problem has arisen again. AC to take up again |

11. DATE OF NEXT MEETING The date for the next meetings are as follows: 7.30 p.m., Thursday, 22nd April 2004, at the new school. The interim meeting for Council members will be on 1st April 2004 at 8.00 p.m.
