ACTION POINTS

1. INTRODUCTIONS AND NEWSLETTER

The meeting was opened at 7.30 p.m. by MM and welcome extended to our invited guests Councillor Gordon Murray, and Sergeant David Bird.

Introductions were made by all, and Council members indicated the streets in which they lived. It was felt that representation to include as many streets as possible, was desired.

An attendance sheet was circulated for all to record their attendance.

4. MINUTES AND ACTION POINTS OF LAST MEETING

Copies of the minutes of the last meeting, were available to all meeting attendees.

After noting some minor amendments in relation to the setting up of the bank account, and the number of bus stops without shelters, (which have been subsequently corrected), the minutes were accepted as being an accurate account of the meeting, nominated by Mr M.Crainie, seconded by Mr J.White.

The action points from last meeting are as follows;

AP2/1 Co-opted members – as no response again from either Craighalbert Church, or from Tesco, it was agreed to discharge this action point - discharged

AP6/1 Council Bank Account – in process of being set up with Barclays Bank – ongoing JT.

AP2/2 Traffic Management / Congestion Eastfield Rd – feedback given by Sergeant Bird, see Section 5 - discharged

AP6/2 Letters to NLC re unfinished roads – 2 letters have now been written requesting details of the roads that have been adopted, with no replies to date.

AP8/2 Letters to NLC re Auchinbee – 2 letters have now been written awaiting response. AC has phoned also, and requested a site visit and hearing. According to Gordon Murray this request had been granted, and a date for same would be forthcoming – ongoing AC.

AP9/2 Path at Craigmarloch Lodgeongoing AC.

AP1/3 Electorate figure for Craigmarloch – Taken up with NLC by JT. Should get credit next year for increased numbers. - discharged

AP2/3 Mosque Land Purchase – The cost for this was £18500, but no reason available as to why Craighalbert Church were not given the opportunity to consider purchasing. - discharged

AP3/3 A80 invite of opposing parties to next CCC meeting. (see AOCB) - discharged

AP4/3 Temporary Radio Mast. – Secretary has written to O2, but no response as yet. – ongoing AC.

AP5/3 Factors – Special meeting to be arranged to discuss. MM requested details regarding affected people, who the factor was, and land concerned. – ongoing MM.

AP6/3 Bus Shelters – 4 have been requested in writing. ongoing AC.

AP7/3 Litterbins – These have been requested already, and Barry McCulloch agreed to progress. – ongoing BM.

AP8/3 Footpath lighting and shrubbery at Tesco vicinity – Letters have been written already by the secretary. Barry McCulloch agreed also to write on our behalf. – ongoing BM.

AP9/3 CCC Representation – Article to be included in next Newsletter. - ongoing AC.

AP10/3 Community Council Forum – Meeting attended by AM (see section 8). - discharged

 

5. COMMUNITY POLICE

Sergeant Bird gave a short report to the meeting and accepted relevant questions.

  • Traffic Congestion - There were major traffic congestion difficulties anticipated on the Eastfield Road, should the in-line upgrade of the A80 go ahead. There had been a traffic management study completed by the Police some years ago, but would not capture recent increases due to the new school, let alone increase due to further initiatives such as new housing, the Mosque or A80 re-route traffic. NLC had completed a recent traffic survey but it was unclear as to when this was done, what day and what time. Sergeant Bird would attempt to get more details.
  • Crime - The Craigmarloch area was reported very favourably in terms of low crime rates and high detection rates, and trends were positive. Car theft / damage appears to be on high value vehicles. House crime was comparatively low. However, we were not to be complacent. A free house survey was available to anyone who wished, by contacting the Crime Prevention Officer. When absent from home, it was advisable to leave a light / radio on. For Neighbourhood Watch schemes, Sergeant Ronnie Smith, would be available to assist setting one up if required.

6. TREASURERS REPORT

JT stated that there was not a lot to report.

There was still the start-up grant of £585 in the bank, and it was stated by NLC that we would receive an increase next year, due to an increased electorate figure

AM was also looking at the possibility of a let in the new primary school, to start in April.

 

 

 

 

7. OTHER CORRESPONDENCE

Correspondence that had been received included a draft Local Community Plan, a Water Customer consultation paper, and various other items. These would be passed around the Council members.

 

8. CCC MEMBERS POINTS / FEEDBACK

  • Community Council Forum. - Only 5 out of the 10 Community Councils were represented. Tuesday 28 January is next meeting, and will be attended by AM and AC, who will keep us briefed.
  • CCC Website – This was now up and running, thanks to the efforts of SC. At present it contains minutes, letters, and other material.

 

 

 

9. ANY OTHER BUSINESS

  • Mosque Update – MM gave an update of events to date, and went through the detailed letter from the Scottish Executive, primarily for the benefit of the attendees who were not able to attend the last meeting. In summation, permission has been granted by NLC and supported by the Scottish Executive. There was no start date established for building, and the secretary would try to establish. It was also suggested that a representative from the mosque could be invited to a future meeting.
  • A80 Upgrade – The action point to invite representatives of the opposing viewpoints on the A80 Upgrade was superseded, by the recent meeting at the Town Hall, where a comprehensive debate took place, including a detailed history of events to date. The Joint Action Group (JAG) intends to appeal to the Scottish Parliament Petitions Committee, to attempt to get the Kelvin Way route back on the table for re-consideration. After a further discussion, a vote was taken by those present, including Council members, as to whether support should be given for/against JAG. The vote was as follows:

33 in favour of supporting the Joint Action Group (Kelvin Way)

3 in favour of an in-line upgrade of A80

3 abstentions.

It was decided that the secretary should write a letter of support to JAG.

  • CCC Representation – It was highlighted for the second meeting by MM, that Community Council members were sought that lived in street areas that were not represented. An open invitation was extended to the meeting, but there were no takers. It was agreed previously to put an article in the next Newsletter.(AP9/3)
  • Buses stopping at bus bays – It appears that buses are not stopping at the bus bays outside of the new school, and is unclear as to when these will be accepted. It was agreed that the secretary should write to Strathclyde Transport Executive to establish the position.
  • CCC Profile – It was raised by AM that we should be trying to raise the profile of the Council in a positive manner, after some of the earlier bad publicity received. He agreed to approach the editor of the Cumbernauld News re an article.
  • Pond Area – It was raised that some parts of the pond area constituted a safety hazard, due to the possibility of tripping over various items. The secretary agreed to write to NLC regarding same.
