ACTION POINTS

1. INTRODUCTIONS

Introductions were made by all, and full contact details exchanged.

Councillor Murray appeared at the meeting, introduced himself to all, wished the Council well, and offered his advice/support to us, whenever we felt it may be required. He offered to stay for the meeting, but we collectively felt that, for the first meeting, it was not required. We thanked him for his attendance, and he left at this point.

We agreed to follow the general Inaugural Meeting structure and agenda, as supplied to us by North Lanarkshire Council.

The various office bearer positions were discussed in some detail, and appointments made as per below;

3. SCHEME FOR THE ESTABLISHMENT OF COMMUNITY COUNCILS

The guidance information, provided by the North Lanarkshire Council, as to the formation and to the roles of the Community Council and Councillors, was discussed in detail

It was noted that the number of Council members and co-opted members was based on the approximate electorate figure of 1457, which was at October 1999, and obviously out of date. It was agreed however to accept that determining figure for the time being, which allows a maximum of 8 elected members and up to 7 co-opted members (see Section 5).

 

4. MODEL CONSTITUTION

The suggested Constitution, as provided by North Lanarkshire Council, was discussed and accepted as being suitable for the Council. As such it was signed by MM as chair, and AC as secretary. A copy of the signed Constitution will be returned to Director of Administration, North Lanarkshire Council, by the Treasurer, JT

5. CO-OPTION OF MEMBERS TO THE COMMUNITY COUNCIL

As indicated in Section 3, a maximum number of 7 members can be co-opted to the Council. The suggested people who would be invited, were agreed as follows

  • The 4 people who stood for election to the Council, but were not elected
  • David Moore or another representative from Craigalbert Church
  • Mother & Toddler Group representative
  • Community liaison person from Tesco stores

6. ISSUES

Discussion took place around what was perceived by Council members as the main issues to deal with. The results of the brainstorming exercise, and subsequent rating of these issues are detailed below

7. OTHER BUSINESS

  • Mosque – It was agreed that the Council should write formally to our elected representatives, Rosemary McKenna MP, Cathy Craigie MSP, Councillor Gordon Murray, and Provost Barry McCulloch to seek their views and solicit their support in relation to opposing the application for planning permission. AC to write letters to all. AM to visit Barry McCulloch at one of his surgeries due to ask why he did not attend the previous residents meetings, and to establish where he stood in relation to the Mosque.
  • NLC Hearing – In relation to above, a hearing has been organised for Tuesday, 12 November, at Motherwell Civic Centre, at which parties for and against will be heard, prior to any decisions being made. Only 3 reps for, and 3 against, will be permitted to speak, one of which will be a rep from the Community Council. A meeting will be held in AM’s house on Thursday 7 November to prepare for this hearing. All to attend
  • Council Bank Account – JT to arrange
  • Start up grant – IB to contact Tom Gaffney of NLC to establish what financial assistance would be available to the Council, and the process for applying for this for year 2002/3, and succeeding years.
  • Newsletter – It was felt that a newsletter would be an excellent communication medium to advise the community, and other interested parties, about the newly formed Council, and current issues / activities. AC to present a draft version of an example Newsletter at the next meeting.
  • NLC Local Plan – AC to get a copy for next meeting
  • Community Council Boundary – It was unclear if the new school fell within the Craigmarloch boundary. AC to establish.
  • Communications – AM to contact Cumbernauld News, re article about newly formed Council, and to provide an entry piece for the District Diary
  • "Working in Partnership" conference – This free conference is to be held at the Tudor Hotel, in Airdrie, on Tuesday 12 November. AC to book 2 places.
  • "Workshop for Community Groups" – another free conference run by NLC Planning & Environment, to be held at Moodiesburn House Hotel on 23 November 9.30am - 4.30pm. BK and MM to attend, with possibly 1 other.
  • Community Police – It was felt that it would be useful to invite a representative to the next meeting. MM to arrange.

It was agreed to hold meetings monthly for the time being, as there were a number of important issues to discuss and deal with.
